Step 1: In pan, melt butter. Add clove, star anise and fennel brown a minute. Add garlic and ginger; brown. Add onions add beef and brown, may need to add a little more butter.
Step 2: Add spices and brown.
Step 3: Add potato, brown a little.
Step 4: Add broth, drained rice, green chili, salt and pepper; cover and simmer 20 minutes or until rice is cooked.
