Step 1: Using a food processor process the dry ingredients (flour - baking powder) and then using on/off turns add the butter and shortening; processing until coarse meal forms.
Step 2: Mix 5 tablespoons ice water and vinegar in a cup and add to mixture in processor; using on/off turns process until moist clumps forms; adding more ice water if needed.
Step 3: Gather dough into a ball and divide in half into two balls; flatten each to a disk and wrap in plastic wrap and chill for one hour (***can be prepared one day ahead; keep chilled). One disk should be a bit larger than the other.
Step 4: Roll out larger disk on a lightly floured board to a 12 inch round; transfer to a 9 inch diameter pie dish. Place in freezer.
Step 5: Roll out smaller disk on a floured board to a 10 inch round. Cut into 1/2 inch wide strips. Transfer strips to a baking sheet and chill.
Step 6: Preheat oven to 400 degrees F.
Step 7: In a skillet mix together 1/2 cup sugar and cornstarch. Stir in 1/4 cup water and stir over medium high heat until mixture thickens and begins to boil. Remove from heat and stir in orange juice concentrate. Stir in berries.
Step 8: Remove crust from freezer and transfer filling to crust. Arrange dough strips on top, forming a lattice.
Step 9: Fold bottom crust over ends of strips and crimp to seal.
Step 10: Whisk remaining sugar (1 tablespoon) with 1 tablespoon milk for glaze and brush over the top.
Step 11: Bake for 1 hour and 45 minutes or until crust is brown and juices are bubbling.
Step 12: Cool for 1 hour before serving.
