Step 1: Preheat oven to 450°F.
Step 2: Spread 4 tablespoons of butter over meat.
Step 3: Sprinkle with salt and pepper.
Step 4: Place in a shallow roasting pan and roast for 15 minutes, or until lightly browned.
Step 5: Reduce heat to 350°F.
Step 6: Add water and continue to cook until meat is tender, 2 1/2 to 3 hours, basting frequently.
Step 7: Remove meat to a platter and keep warm.
Step 8: In a skillet, melt 1 tablespoon of butter.
Step 9: Stir in flour.
Step 10: Gradually stir in pan drippings.
Step 11: Cook over low heat, stirring constantly, until smooth and thickened.
Step 12: Stir in sour cream and cheese.
Step 13: Continue cooking until cheese melts.
Step 14: Add remaining butter and remove pan from heat, stirring until butter melts.
Step 15: Serve sauce over meat.
