Step 1: Preheat oven to 375°F.
Step 2: Cut 4 slices of bacon in half.
Step 3: Cut remaining bacon into 2" pieces.
Step 4: Place all bacon in a 10" oven-proof skillet and cook until crisp.
Step 5: Drain on paper towels, shaping the 8 large pieces into curls.
Step 6: Tilt frying pan to coat with fat.
Step 7: Drain excess fat.
Step 8: Line pan with small pieces of bacon.
Step 9: Beat eggs with flour, 3 teaspoons chives, salt and pepper.
Step 10: Beat in milk.
Step 11: Pour over bacon in pan.
Step 12: Place in oven and bake 35-40 minutes, or until golden and set.
Step 13: Top with bacon curls and remaining chives.
Step 14: Serve in wedges, garnished with tomato wedges.
