Step 1: In a large skillet, cook the rice, celery and onion in butter, stirring constantly, until rice is browned.
Step 2: Stir in the next eight ingredients; bring to a boil. Taste water for seasoning. Adjust salt and black pepper, if necessary. Reduce heat; cover and simmer for 10 minutes. Remove the bay leaf.
Step 3: Stir in the pimentos if desired. Remove from heat and let stand for 10 minutes.
