Step 1: Preheat oven to 375 degrees Fahrenheit.
Step 2: Combine potatoes, water, garlic and salt in a pan over high heat.
Step 3: Bring to a boil.
Step 4: Reduce heat to medium and cook until potatoes are tender, about 10 minutes.
Step 5: Drain potatoes and place in a bowl. Discard garlic.
Step 6: Add milk, butter and white pepper.
Step 7: Mash well.
Step 8: Add sausage, green onions and butter and mix well.
Step 9: Spread mixture into a large well-greased oval casserole.
Step 10: With the back of a large, moistened spoon, make 4 deep depressions in mixture.
Step 11: Break an egg carefully into each depression.
Step 12: Bake on middle rack of oven for 20 minutes.
Step 13: Sprinkle with grated Swiss cheese.
Step 14: Bake until egg whites are firm, about 3 to 5 minutes more.
Step 15: Sprinkle with chopped parsley and serve.
