Step 1: Preheat oven to 200C.
Step 2: To prepare cheese sauce, melt butter in saucepan and stir in flour and cook for 1 minute, gradually whisk in milk and add 1 teaspoon salt and pepper to taste.
Step 3: Cooking stirring until sauce comes to the boil and thickens and then stir in 1/3 cup of parmesan cheese.
Step 4: To prepare filling, heat oil in large saucepan, add garlic and onion and cook until soft.
Step 5: Add the minced beef and stir in spinach, egg, basil and 1/2 teaspoon each of salt and pepper.
Step 6: Add 1 cup of cheese sauce, mixing well.
Step 7: Spread 1 1/2 cups tomato sauce into a lightly greased baking dish.
Step 8: Fill cannelloni with beef mixture and place in a single layer in prepared dish.
Step 9: Cover with remaining cheese sauce and garnish with remaining tomato sauce.
Step 10: Sprinkle with remaining parmesan cheese
Step 11: Bake uncovered for 30 to 40 minutes or until sauce bubbles.
