Step 1: Bread. Sift flour and salt into a bowl.
Step 2: Add the shortening and blend well.
Step 3: The water should be hot, but not boiling.
Step 4: Add water a little at a time, blending well.
Step 5: The dough should be soft but not sticky. You may need a little more or less water.
Step 6: Blend well and knead for 1-2 minutes. Turn out on to a floured board and knead until very smooth. Divide into 15 little balls.
Step 7: Cover and let rest for 30-40 minutes.
Step 8: Brown meat, Add pepper, onion, spices, and saute 5 minutes.
Step 9: Pinch off enough dough to make 15 patties,6 inches in diameter.
Step 10: Fill each dough patty with 2 Tbs of mixture,fold over, seal edge with tines of fork dipped in flour.
Step 11: Fry, turning once to a light brown.
Step 12: Drain on paper towels.
Step 13: Pork, chicken, or turkey can also be used.
