Step 1: To make the meat mixture combine the first 7 ingredients in a bowl and mix well.
Step 2: Combine the tomato sauce, beef broth and sugar in a bowl, whisk to mix.
Step 3: With the meat mixture make 4 balls. Roll each meatball in the rice and slightly flatten them so they could cook in the allotted time evenly. Place meatballs in a small casserole dish. Pour the sauce over the meatballs and cover dish.
Step 4: Bake in a preheated oven of 375 for 35 to 45 minutes. Sprinkle with some chopped parsley or basil if using.
