Step 1: Pat chicken wings dry.
Step 2: Place on broiler pan.
Step 3: Mix oil and soya sauce and brush over each wing.
Step 4: Mix salt, chili powder and celery seed and sprinkle over top.
Step 5: Place 5 inches below broiler and cook for approximately 8 minutes turning wings after 5 minutes.
Step 6: Remove from oven.
Step 7: Place in casserole dish.
Step 8: Combine brown sugar, vinegar and tomato sauce and pour over wings.
Step 9: Bake at 350 for 45 minutes or until cooked.
Step 10: Remove wings from sauce and place on baking pan and broil for 5 minutes, 5 inches below broiler.
Step 11: Pour as much sauce as you like over wings and serve.
