Step 1: Preheat oven to 375 degrees F.
Step 2: Coat a 9 inch round pan with cooking spray.
Step 3: In a large bowl whisk together the dry ingredients (flours - salt)and with your fingers or a pastry blender (I use the two knives in place of a pastry blender), cut in butter until mixture resembles coarse crumbs. Stir in raisins and caraway seeds and then pour the buttermilk over the top of the mixture; stir with a fork until the mixture is combined and holds together.
Step 4: Transfer to a floured board and knead about 20 times or so or until smooth. With lightly floured hands shape into 10 balls. Place balls in the pan. With a knife, cut an "x" on top of each ball.
Step 5: Bake for 25 minutes or until golden brown.
