Step 1: Preheat oven to 350 degrees and prepare a 9 x 9 inch baking pan with cooking spray(if you want your brownies thicker,use an 8 x 8 inch pan and adjust cooking time).
Step 2: In a small bowl mix together flour,baking soda,and salt then set aside.
Step 3: Over medium low heat in a medium size sauce pan add water,butter,sugar,and chocolate chips.
Step 4: Stir until butter and chips are melted and sugar is dissolved.
Step 5: Remove from heat and let cool for 5 minutes then add mint.
Step 6: Add eggs one at a time and beat well.
Step 7: Mix in flour and combine well then add in mint chips and pour into prepared pan.
Step 8: Bake for 30 to 35 minutes.
Step 9: If desired sprinkle with powdered sugar.
