Step 1: Preheat oven to 350 degrees.
Step 2: In a small bowl combine flour,salt,and baking soda.
Step 3: In a microwave safe bowl add sugar,water,butter, and 1 cup of chocolate chips.
Step 4: Microwave for 2 minutes or until chips are slightly melted then remove and stir mixture until all chips are completely melted and everything is well combined.
Step 5: Stir in vanilla and cool for 5 minutes.
Step 6: Beat eggs one at a time into cooled chocolate.
Step 7: Add flour mixture to chocolate and mix well then incorporate remaining chips into batter.
Step 8: Pour into an 8 x 8 inch baking pan which has been prepared with cooking spray.
Step 9: Bake for 25 minutes or until brownies are slightly pulling away from the edge of the pan (if you want your brownies chewy,just slightly under bake).
Step 10: Cool completely before cutting into squares.
