Step 1: Mix water, vinegar, sugar, salt until dissolved. Bring to boil, pour over sliced onions and let stand 3 hours. Drain well.
Step 2: Mix mayo and sour cream with celery seed and add to onions.
Step 3: Season with salt and pepper.
Step 4: Store in fridge for 24 hrs.
