Step 1: In large skillet, cook beef until no longer pink; drain.
Step 2: Add water and taco seasoning; simmer 5 minutes.
Step 3: In large bowl, combine cream cheese and milk; spread on serving platter.
Step 4: Top with meat and sprinkle with tomatoes, onions and lettuce.
Step 5: Drizzle with salsa sauce and sprinkle with cheddar cheese.
Step 6: Serve with nacho chips.
