Step 1: Preheat oven to 350 degrees. Grease a deep casserole dish, at least 9 x 9.
Step 2: Cook beef until slightly browned, drain. Then add onions, garlic and salt and continue to cook until onions are translucent. Add remaining filling ingredients, bring to a boil, then simmer.
Step 3: Meanwhile, bring 4 cups water, chili powder and salt to a boil. Mix corn meal with 3/4 cup cold water, then add to boiling water, whisking to reduce lumps. Cook until thick, stirring frequently.
Step 4: Line casserole dish with a 1" layer of corn mush. Pour in meat filling. Spread remaining mush on top.
Step 5: Bake for 30 minutes, sprinkle with cheese and bake 15 minutes more, or until done.
