Step 1: Preheat oven to 350F. Lightly coat a 9x13-inch baking pan with nonstick cooking spray.
Step 2: Combine icing ingredients and mix well. Set aside.
Step 3: Cream butter and sugars. Add egg and peanut butter and mix well.
Step 4: Stir in baking soda, salt, flour and oatmeal.
Step 5: Press into prepared pan and sprinkle chocolate chips over top.
Step 6: Bake 20 to 25 minutes or until golden brown.
Step 7: Remove from oven and drizzle with icing.
Step 8: Cool completely. Cut into 24 squares.
