Step 1: In a large saucepan over medium high heat heat the oil. Stir in 1 1/2 cups onions and the next 3 ingredients (beef - garlic); saute until beer is cooked through (5 minutes).
Step 2: Stir in beans with liquid and tomatoes and simmer until thickened (15 minutes). Stir in cilantro, salt and pepper.
Step 3: To serve: place the sourdough toast on plates and top with the chili, cheese and remaining onion.
