Step 1: Preheat oven to 350*F.
Step 2: In a skillet, saute onions and peppers in oil until soft.
Step 3: Remove to a large bowl; set aside.
Step 4: In same skillet brown hamburger with garlic powder. Drain the fat, then add to the same bowl that has the onion mixture. Mix in 1 cup shredded cheddar cheese, condensed soup, tomatoes with juice, oregano, basil, cumin, salt, and pepper. Then mix in cooked macaroni.
Step 5: Pour in a baking dish coated with cooking spray.
Step 6: Add 2 cups cheddar cheese on top.
Step 7: Bake 20-30 minutes or until bubbly.
Step 8: Let set for about 5 minutes before cutting.
