Step 1: Saute onion and carrot until translucent.
Step 2: Add rice and saute a few more minutes.
Step 3: Add remaining ingredients and bring to a boil.
Step 4: Stir, cover and reduce heat to simmer.
Step 5: Simmer for 25 minutes without removing lid.
Step 6: Fluff with a fork and serve with chopped green onion on top
