Step 1: In large stock pot heat oil.A dd onion, carrots and green pepper, saute.
Step 2: Add rice, chili and pepper, saute.
Step 3: Add garlic, saute.
Step 4: Add water, garlic powder, tomato sauce, chicken, bay leaf and vinegar. Cook for 1 hour covered until chicken is done.
Step 5: Take chicken out and debone add chunks of chicken back inches.
Step 6: Remove bay leaves.
