Step 1: Cook beef,onion, and chili powder in a 10 inch skillet over medium heat until beef is well browned and onion is softened.
Step 2: Drain and return meat to skillet.
Step 3: Then add soup,water,tomatoes,and beans and bring to a boil.
Step 4: Reduce heat to low, cover and cook for 10 minutes.
Step 5: Remove from heat and stir in rice,then cover and let sit for 5 minutes.
Step 6: Sprinkle with cheese and serve with tortilla chips.
