Step 1: In a large deep skillet brown the beef and onion; remove to a bowl.
Step 2: In the same deep skillet at 2 tablespoons of butter and diced carrot, onions and celery. Saute until tender over medium heat.
Step 3: Stir in cubed potatoes, chicken broth, italian seasoning, and garlic powder.
Step 4: Bring to a boil, reduce heat, cover and simmer just until potatoes are tender (but not to soft).
Step 5: Remove from heat and set aside.
Step 6: In a large soup pot, melt 4 tablespoons of butter.
Step 7: Whisk in flour a little at a time stirring constantly over medium heat; Cook for 1-2 minutes.
Step 8: Stir in warm milk and warm heavy cream.
Step 9: Stir in cheddar cheese until mixture is smooth and creamy. Do NOT bring to a boil or simmer.
Step 10: Pour meat & vegetable mixture into the cheese sauce and stir until well combined.
Step 11: Taste and add in additional salt, black pepper if needed.
Step 12: Ladle in bowl, serve with toppings
