Step 1: Put wheat in a small bowl and add some boiling water to cover. Let it sit for 10 minutes or so. Drain when it is soft and let cool slightly. Dry toast the cumin seeds in a small skillet and grind them to make a powder.
Step 2: Meanwhile, place the cumin, beef, beets, salt, dill, garlic, and pepper in a bowl and combine lightly. Add the wheat and mix. Using your hands, make 8 to 10 rough patties, pressing hard enough to keep mixture together. Put on a plate, cover with plastic, and refrigerate for 30 minutes or more. (can keep in fridge for a couple of days if you wish)
Step 3: When ready to cook, heat a skillet over medium heat and then add some oil. Pan fry on one side for a few minutes and carefully turn over when nicely browned. Cook on the other side. Add some extra salt to taste to serve.
