Step 1: Heat oven to 350 degrees F.
Step 2: Spray or grease bottom only of a 9x13 inch baking pan with cooking spray.
Step 3: Line pan with parchment paper for easy removal.
Step 4: In small bowl combine flour, baking powder, salt and cinnamon. Set aside.
Step 5: In a large mixer beat butter, on high speed, until creamy.
Step 6: Beat in sugars.
Step 7: Gradually beat in eggs and vanilla, until combined.
Step 8: On low speed, beat in dry ingredients until combined.
Step 9: Spoon half the batter into pan, and spread evenly.
Step 10: Sprinkle cinnamon-sugar mixture evenly over batter.
Step 11: Dollop teaspoon size amounts of remaining batter evenly over cinnamon-sugar mixture.
Step 12: Bake 20-25 minutes, or until golden brown and toothpick inserted in center comes out clean.
Step 13: Cool completely, about 1 hour.
Step 14: In small bowl, stir glaze ingredients until smooth and thin enough to drizzle.
Step 15: Remove cooled bars from pan using the parchment paper as handles, cut into 12 bars.
Step 16: Drizzle glaze over bars, and allow to dry a little before serving.
