Step 1: In a large bowl sprinkle yeast over 1/4 cup (70°) water. Let stand until foamy (8 minutes). Stir in sugar, 1 teaspoon salt and fresh herbs, butter, whole egg, and milk; add 3 1/4 cups flour and stir to moisten.
Step 2: Knead dough on a lightly floured board until elastic and not sticky (around 15 minutes); add flour as needed to prevent sticking.
Step 3: Shape into 12 equal-size balls; place in a well-buttered 9 by 13 inch pan.
Step 4: Cover and Let dough rise in a warm place until doubled) about 1 to 1 1/2 hours.
Step 5: Meanwhile, preheat oven to 350°.
Step 6: After rising brush rolls with beaten egg, then sprinkle with coarse salt.
Step 7: Bake until golden brown, 25 to 30 minutes.
