Step 1: In a large, heavy saucepan with a lid, melt butter over medium-high heat and saute onion until clear; add garlic, rice, half of the lime zest and 1 3/4 cups broth (or water) and bring to a boil.
Step 2: Reduce to a simmer and cover pan. Cook for about 60 minutes or until rice is soft but not mushy. Check and stir occasionally and add more broth if needed.
Step 3: Fluff rice when done and stir in remaining lime zest and Sambal Oelek to taste. Rice will be consistency of risotto.
