Step 1: Place the hash browns in a strainer; rinse under to thaw. Drain thoroughly; transfer to a large bowl.
Step 2: Add the grated onion, flour, eggs, butter, water, garlic powder, salt and pepper and mix well.
Step 3: Heat oil in a large skillet over medium heat.
Step 4: Drop batter by 1/3 cupfuls into oil; fry until golden brown on both sides. Drain on paper towels.
