Step 1: Separate chipped beef and soak in a small bowl of water for 15 minutes,drain off water and continue with recipe.
Step 2: In a medium size skillet over medium heat,add oil and heat until hot but not smoking.
Step 3: Add onions,and cook until slightly softened.
Step 4: Add flour and cook until flour taste is gone.
Step 5: Pour in milk a little at a time and stir until desired thickness is reached.
Step 6: Chop beef into pieces and add to gravy.
Step 7: Taste and add desired amount of salt and pepper,then serve over toast or whatever you like.
