Step 1: Mix flour, kosher salt, black pepper, onion powder, and garlic powder together in a large plastic bag.
Step 2: Add beef stew chunks, coating well.
Step 3: Place coated meat into a 2 quart slow cooker.
Step 4: Top meat with potatoes and carrots.
Step 5: Mix together beef broth and Worcestershire sauce, and pour over potatoes.
Step 6: Top with bay leaf, and cover.
Step 7: Cook on low for 6 hours.
Step 8: After cooking remove bay leaf and stir so meat and veggies are combined.
