Step 1: Place the potatoes, bay leaves and garlic cloves in a large pot and cover with water.
Step 2: Boil until potatoes are just cooked.
Step 3: Drain potatoes, remove bay leaf and garlic cloves and discard.
Step 4: Allow the potatoes to cool.
Step 5: In a large bowl, combine the cooled potatoes, boiled eggs, carrot, celery, 1 cup of mayonnaise, green onions, garlic powder, salt and pepper; cover and refrigerate for a couple of hours.
Step 6: Stir in the remaining mayonnaise and serve.
