Step 1: Crush the fennel seeds with a mortar and pestle.
Step 2: Toss all the ingredients together in a mason jar or dressing bottle; cover and shake vigorously.
Step 3: Keep refrigerated.
Step 4: Allow to sit at least a day before using.
Step 5: Shake before every use, keeps for a good while.
