Step 1: Heat the oil in a saucepan over medium heat and add the onion and cook for 5 minutes or until soft and then add the garlic and chilli and cook, stirring, for 30 seconds and then add the tomato and bring to a simmer and then reduce heat to low and simmer for 5 minutes and then stir in sugar and season.
Step 2: Meanwhile cook the tortellini in a saucepan of boiling water following packet directions or until al dente and then drain and return the pasta to the pan and toss with pesto to coat.
Step 3: Divide the tortellini mixture among serving plates and top with the tomato mixture and season with pepper and sprinkle with basil leaves.
