Red is unread. Blue is read. Those are according to the person looking at it, so you know if something is in blue you've seen all responses to that particular thread. What shows up as red or blue for you may be the opposite for someone else, depending on which threads you've viewed.
Scrolling within the circle simply means there are a LOT of replies to that particular thread, near as I can tell. It seems to scroll after a thread reaches three pages.
The ones with a star on them are threads you have replied to.
The circles are regular threads, the ones shaped sort of like lightbulbs are stickied threads. The difference is a sticky thread will stay at the top until a moderator un-stickies it, while normal threads will cycle to the bottom as newer threads or threads with newer responses happen.
If you're on a computer, mouse over the icons without clicking and an information box will appear. This works for most icons on most sites.
