Can I substitute all purpose flour in place of whole wheat flour?

I looked on Kittencal's conversion chart and didn't see it. And it's not for me. I would like to make a dog treat recipe by Luvcookn.

Yes...you can sub whole wheat flour with the all purpose flour...no problems with that. :-)
