Step 1: Preheat oven to 350 degrees F.
Step 2: Set oven rack to bottom position.
Step 3: Grease a casserole dish.
Step 4: Spread the sliced potatoes into the baking dish (does not have to be in one layer they may be placed on top of each other)
Step 5: In a bowl whisk heavy cream with light cream, onion powder, garlic powder, flour, cayenne, seasoned salt and black pepper until smooth and well combined, then mix in 1-1/2 cups old cheddar cheese.
Step 6: Pour the cream mixture over the potatoes.
Step 7: Using a spatula or clean hands lift up some of the potatoes slices to allow the cream to flow underneath.
Step 8: Sprinkle Parmesan cheese over the top then 1 cup old cheddar cheese
Step 9: Bake uncovered for about 1 hour or until potatoes are just fork-tender (baking time will vary depending on how thick you sliced the potatoes)
