Step 1: Combine the vinegar, lime juice, fish sauce and sugar. Add the pounded hot peppers and garlic. Stir well.
Step 2: Toss the cucumbers and shallots with the sauce and cilantro.
Step 3: Chill.
Step 4: Just before serving, sprinkle with chopped peanuts.
