Step by Step Method

Step 1

In a skillet over medium heat heat the oil and then add the garlic and red pepper flakes cooking for 3-5 minutes or until fragrant and garlic should not take on any color.

Step 2

Stir in tomatoes, crushing them with your hands or a spoon, wine, bay leaves, saffron, and 1/2 cup water. Bring to a boil, reduce heat and simmer until favors meld (5-10 minutes); season with salt and pepper.

Step 3

Reduce heat to medium low; season cod with salt and pepper and place in skillet. Cover and cook at a bare simmer until cod is done and beginning to flake (5-10 minutes depending on the thickness of the fish).

Step 4

Transfer cod to shallow bowls and spoon poaching liquid over.
