Step by Step Method
Step 1
Peel garlic and separate into cloves. Put cloves in a small saucepan and add the dried rosemary, peppercorns, and olive oil. Stir together and cook over low heat for one hour.

Remove from heat and let mixture cool. When cool pour into a jar and cover tightly. Store in refrigerator until ready to use.
