tough london broil

i have just shredded up the second london broil i have bought (1st one was tough), so i am assuming the second one will be as well. i have cut it up and now want to marinade it in something to help make it tender. i want to make pepper steak with it later. so, what do you think? vinegar? help!

That is a great marinade.
I often use this ...
1/4 cup soy sauce, 1 tablespoon fresh lemon juice, 4-5 garlic cloves, a couple of tablespoons of olive oil, s/p.

Note:
London broil is actually a recipe vs a cut. The US gave it a name; but, technically it isn't a cut. Like flank steak; it can be a bit tough and needs to be marinated.

It is a good cut; but IMO a marinate is a must; but, most importantly it is cut correctly. If cut on the wrong angle, it will be tough no matter what you do.

It has to be cut against the grain. Otherwise, it is like shoe leather.

The original London broil in the method is flank.
The rarer you cook your (shoulder steak ) that is called London broil the tenderer it will be.
